What an agency retainer really includes
A monthly retainer reserves a team's capacity. In practice, that team is rarely exclusive: your account shares designers, paid media specialists and copywriters with the agency's other accounts. What you buy is a slice of their time, expressed as a closed monthly scope.
That scope is usually written in pieces: a number of posts, a number of active campaigns, a monthly report. The problem shows up when your real month does not look like the contracted scope. A launch needs three times the pieces; a maintenance month needs half. The retainer moves in neither direction.

Say a 2,000 USD monthly retainer with a scope of twenty pieces. If you request all twenty in January, each piece cost you 100 USD. Three questions to compare proposals without going wrong
What is the cost per deliverable, not per month?
Divide the monthly price by the number of pieces you will realistically request. It is the only number that is comparable across an agency, a freelancer and a subscription. If the proposal does not let you do that maths, ask them to break it down.
What happens the month I need half? And the one I need double?
This is the question that separates the models fastest. A retainer normally answers that the scope is the scope. A consumption-based model should be able to absorb both situations without renegotiating the contract.
How is impact reported, not activity?
